SPRING SOCCER LEAGUE
RULES AND REGULATIONS
These Rules and Regulations provide the requirements for all Spring Soccer League games including Spring Cup.
1.1 Player Registration. All players on a Spring Soccer Roster must be registered to Cal South.
1.2 Game Day Roster. A maximum of 18 players will be eligible for each game in Spring Soccer League. The home team is responsible for printing out the game day roster and handing it to the center referee prior to kickoff.
1.3 Roster Freeze Date. There is no roster freeze date. Players can be added anytime throughout the season. For Spring Cup, players cannot be added after the team’s first game.
1.4 Younger Players Playing Up. A Spring Soccer Registered Player may play for any Spring Soccer Team for which the player is age eligible. Every Spring Soccer Registered Player may only play on one (1) Spring Soccer Team per day. A Spring Soccer Registered Player may play on different Spring Soccer Teams from game-to-game during the Spring Soccer Regular Season.
2.1 General. Unless otherwise provided in these Regulations, all Spring Soccer games shall be played in accordance with the FIFA Laws of the Game in force at the time of competition as provided by the International Football Association Board.
2.2 Scheduling Games. Coast Soccer League shall identify the dates and locations of all Spring Soccer games for each Spring Soccer League season.
2.3 Number of Games. Coast Soccer League shall determine the total number of Spring Soccer games during the Spring Soccer Season.
2.4 Cancelled Games. If a Spring Soccer game is suspended by weather and at least the first half was played, the game will be considered a full game. If any Spring Soccer game is cancelled, Coast Soccer League shall attempt to reschedule the Spring Soccer game. If Coast Soccer League finds that it is impossible to reschedule such cancelled Spring Soccer game, the Spring Soccer game shall be considered a non-played game, and neither team shall be awarded any points.
2.5 Forfeits. Any game not cancelled by the preceding Wednesday night may be considered a forfeit. Teams will be billed for forfeited game(s). The forfeiting team will be responsible for referee fees for both teams. Any team who is not in good financial standing will not be eligible to participate in Spring Cup.
2.6 Schedules. Spring Soccer Clubs will be able to review all schedules prior to the start of the season. No changes to Spring Soccer games may be made within 72 hours of kick-off, except due to bad weather or as permitted by the Coast Soccer League Administrator.
2.7 Referee Fees. Each Spring Soccer Team shall be responsible for payment of the referee costs for each Spring Soccer game based on the pay scale set forth in Exhibit B.
2.8 Substitutions. Substitutions may be made, with the consent of the referee, at any stoppage of play. Substitutions shall be made at midfield within ten (10) yards of the halfway line. The substituted player shall not enter the field of play until allowed by the Referee and the player substituted for has left the field of play.
2.9 Send-off. Send-off. A send-off (red card or double yellow) in Spring Soccer will result in a minimum one (1) game suspension in the current Spring Soccer game and that player or coach may be brought before the CSL Competition Committee and/or Trial Board for further disciplinary action.
2.10 Points. Teams shall be awarded three (3) points for a win, one (1) point for a tie, and zero (0) points for a loss. A forfeit shall be considered a 1-0 loss for the forfeiting team and a 1-0 win for the non-forfeiting team.
2.11 Tie-Breakers for Spring Cup. The following tie-breakers will be used for resolving ties between Spring Cup teams, in the following order:
1. Most Points
2. Head to Head. If more than Two Teams are tied, this tie-breaker shall not apply
3. Goals Against
4. Goals For
5. Coin Toss
2.12 Game Length. Spring Soccer games shall be played with the following game lengths:
2010 & 2009: 2 x 25 minutes (7 vs.7)
2008 & 2007: 2 x 30 minutes (9 vs. 9)
2006 & 2005: 2 x 35 minutes (11 vs. 11)
2004 & 2003: 2 x 40 minutes
2002, 2001, & 2000: 2 x 45 minutes
* A ten (10) minute intermission shall be allowed between halves.
3.Game Day Procedures
3.1 An official Spring Soccer Game Report must be completed for each Spring Soccer game. The Spring Soccer Game Report must be provided by the home team.
3.2 The Players’ COMPLETE information must be recorded on the online player roster before the Match Report is printed. Each player must report to the referees before entering the game for the first time. The names of all players who are not present or are not eligible to play must be listed and then crossed out on the Match Report. Please insure that for any 2002, 2001, and 2000 team with a roster in excess of eighteen (18) players, all players over the eighteen (18) maximum game day player roster are lined out.
3.3 It is the responsibility of the Home Team Administrator(s) to provide the Referee with an accurate, legible and completed current official Spring Soccer Match Report prior to the start of the game along with their player passes. Following the completion of the match, the Referee and both teams’ Administrators/Coaches will sign the Match Report. The home team is responsible for reporting the score.
3.4 The Team Officials shall present their Players’ and Administrators’ Passes prior to the start of the game. If there is no Administrator/Coach with a valid USYS Coach or a Qualified Administrator Pass, the Referee shall note that on the Match Report and the game shall not be played. The team in violation shall forfeit the game and pay the referee fees for both teams.
3.5 In the event a player misrepresents himself/herself during a game, either or both coaches may request notation of the irregularity on the Match Report by the Referee, who should then initial the notation.
3.6 The Referee is required to make the appropriate notations of all instances of ID irregularity on the Match Report. The Referee’s Report shall constitute proof of the violation.
3.7 The Referee is required to sign the official Match Report to verify that the Player Passes of both teams have been checked.
3.8 The Referee is required to report on the Official Match Report all instances of misconduct on the part of the Players, Administrators, Parents or Spectators that he/she determines to be adverse to the conduct of the game. Additional information may be included on an extra sheet of paper accompanying the report.
3.9 All Players’ and Administrators’ Passes should be returned to the team at the end of the match including those of Players, Coaches and Administrators sent off during the match. Only in cases of assault, violent conduct or suspected falsification of documents should the Player/Administrator/Coach Passes be withheld. In such cases, a Supplemental Referee Report detailing the events and violations should be made.
4.1 Matters Not Provided For. Any matter not provided for in these Regulations shall be referred to the Coast Soccer League Rules and Regulations. The CSL Board of Directors has the authority to determine the outcome for any situation not included in the Spring Soccer and CSL Rules and Regulations.
Exhibit A Spring Soccer Age Group Eligibility
The boys/girls age groups for the 2018 Spring Soccer Season are provided below:
2010 Age Group: Players born on or after January 1, 2010
2009 Age Group: Players born on or after January 1, 2009
2008 Age Group: Players born on or after January 1, 2008
2007 Age Group: Players born on or after January 1, 2007
2006 Age Group: Players born on or after January 1, 2006
2005 Age Group: Players born on or after January 1, 2005
2004 Age Group: Players born on or after January 1, 2004
2003 Age Group: Players born on or after January 1, 2003
2002-2000 Age Group: Players born on or after January 1, 2000
